Before sanction or bid
Before the price goes out.
The cheapest moment to find the assumption that will break a project is before anyone has committed to it. Torvane reviews execution plans, bids, estimates, and contracting strategy with field eyes, under NDA, desktop or on location.
Execution Plan Review
Independent review of the owner's Project Execution Plan or the contractor's Construction Execution Plan before it is approved, priced, or issued for bid. We test the plan against what the field can actually do: sequence, work-packaging approach, indirects and temporary facilities, craft histogram against regional availability, supervision ratios, commissioning integration, and the assumptions nobody has written down.
Desktop: documents plus six to eight video interviews, five days · With visit: adds two days on site or at the fabrication yard · Deliverable: red-line commentary, ranked gap list, one-page conditions to approve, 60-minute readout
Bid Execution Review
A confidential cold-eyes review of the construction portion of a bid three to four weeks before submission: productivity and unit-rate assumptions, craft density and peak headcount, indirect staffing, schedule logic and float, weather and shift assumptions, subcontracting plan, and the contract terms the estimate is silently carrying. Ends with the ten assumptions most likely to break and what each is worth.
In the bid room under NDA, five to six days · Scoped to bid size · Deliverable: assumption risk register with exposure ranges, recommended clarifications and exceptions, opinion on whether the price is constructible
Estimate and Schedule Reasonableness Review
Does the construction estimate and the integrated schedule pass a field test? Quantities-to-hours logic, productivity factors, craft availability, schedule density, and critical-path realism, reduced to the five numbers that drive the answer.
Desktop, four days · Deliverable: reasonableness memo
Contracting and Craft Strategy Review
Before the contract structure is fixed: EPC, EPCM, or multi-prime; self-perform or subcontract; union, open-shop, and project labor agreement implications; how craft-shortage risk is allocated; and what the contract must say so the owner can act when the histogram fails.
Desktop plus one decision workshop, four days · Deliverable: options paper, craft-risk allocation language for counsel, workshop
Scope boundary
We review and advise. We do not prepare estimates, build schedules, or write the bid. The client retains every decision.
