Where nuclear projects meet the field
Nuclear construction carries a documentation and traceability demand inside every work package. Material certification, weld records, inspection hold points, and configuration control are part of the activity, not paperwork that follows it. A crew that would install a spool in a day elsewhere may wait on a hold point, a witness, or a record before it can move to the next joint. When a plan is built from productivity histories that do not carry that load, the schedule is wrong from the first week.
Craft qualification narrows the pool. Welders, electricians, and fitters working to nuclear requirements need specific qualification, and requalification takes time the histogram rarely shows. The experienced nuclear trades are a smaller group than the regional labor market suggests, and several projects often draw on the same people in the same window. Supervision is the same story: the ratio that works on a conventional site is too thin where every activity carries hold points and records.
Sequencing is unforgiving. Modular and heavy-lift work on new build and SMR sites fixes an order months in advance, and a module that arrives late or out of sequence congests the areas around it. Restarts and uprates are brownfield work inside a licensed, operating facility, with permits, isolations, and escorted access controlled by the operator. Then comes the tail: system completion, turnover packages, and testing volumes that stay high long after the construction curve looks finished.
Greenfield and brownfield on nuclear projects
A new build or SMR site is greenfield work with nuclear constraints layered on: access, laydown, heavy-lift corridors, and a site organization created before the ramp. Restarts and uprates are brownfield work inside a licensed operating facility, where the operating organization controls access, permits, isolations, and outage windows, and its priorities outrank construction. The same installed quantity takes longer, needs more supervision, and depends on windows the project does not own.
Readiness questions before mobilization
Before the main workforce arrives, the questions are plain. Does the craft histogram match the qualified pool, trade by trade, with requalification time allowed for? Is supervision hired at the ratio the work demands, and has it built to nuclear requirements before? Are work packages complete to the work front, with materials, records, drawings, access, scaffold, and permits, and does the release rate match the plan?
Then the site: laydown and heavy-lift corridors sized and sequenced, module delivery dates confirmed against yard progress rather than yard promises, temporary facilities and power in place, and hold-point staffing arranged so inspection does not become the constraint. When a nuclear project is behind
A late nuclear project usually presents as a progress dispute. Reported completion no longer matches the field, rules of credit have drifted toward records rather than installed work, and the recovery plan restates a productivity that has not been achieved. Before a new date is committed, the useful first step is a plain statement of condition: what is installed and accepted, what is packaged and ready, what waits on records, materials, or access, and what productivity has actually been achieved.

System completion and turnover readiness
Start-up is decided by systems, not by areas. Readiness means the project has been systemized, turnover packages are being built as work completes rather than after it, record and traceability work is current rather than deferred, and the boundaries between construction, testing, and the operating organization are written down and understood on site. Where punch and record volume grows faster than it is cleared, the date is already moving.

Frequently asked questions
Does Torvane need access to controlled areas?
No. Work fronts, work packages, craft capability, supervision ratios, and schedules can be assessed without radiological-area access. Where site access to a controlled area would add evidence, it is arranged by the licensee under its own rules and escorts, at its discretion. The assessment is planned so that a refusal of controlled-area access does not weaken the finding.
How does the assessment handle the documentation burden?
It is read as a schedule and craft constraint, not audited for compliance. The questions are how long a work package takes to release, how much hold-point and record work sits between a crew and a completed activity, and whether the plan allows for it. Torvane does not audit a quality assurance program or express an opinion on compliance with any nuclear quality standard.
Will Torvane work for a licensee and its contractor on the same project?
No, not without written consent from both parties. Conflicts are checked before an assignment is accepted, and any prior relationship with a party to the project is disclosed. Each engagement letter names who commissions the work, who receives the report, and who may rely on it.
What does a nuclear readout contain?
